There are tons of contests and places for kids to publish their writing, and national competition is stiff. Local opportunities might be a better place to start. Your local library, newspaper, school, or other entity may have competitions or publishing options.

My Hero allows people of ages to write about their heroes, real or fictional. It is a great place for students to get their feet wet because space is not limited.
Stone Soup publishes various content by kids 13 and under throughout the year.
